V. OLD BUSINESS: A. Approve and sign a resolution, amending and approving the final operating budget for 2017. Motion: Second: Approved:
B. Approve and sign resolution approving the 2018 budget: Advertisement was run in newspaper, and public hearing was held at the November 6th council meeting.
C. Randy Christopher w/Tru-Vision would like to rent the office space next door ($450.00 a month – with a 6 month lease to start) It will not be a store front, and the times he will be working will vary as he handles clients overseas, so he could be working late at night (depending on the time difference). He will have a secure internet service set-up. He and the others working there will keep the office clean. Motion: Second: Approved:

A. Open an account for the 2017 SPLOST at United Bank – the Town currently has the 2011 SPLOST account at United, and it has to be stated in the minutes and voted on that the Mayor and Council would like to open a separate account. Motion: Second: Approved:

D. (Question for Joe) what can the town legally put off to the side of speed humps to keep people from driving around speed hump?

7. Manner of Addressing Council. No member, while the Council is in session, shall speak on any subject unless recognized by the presiding officer. Every speaker shall address the chair, and no member shall interrupt anyone who is speaking, except to call him to order or for explanation. 8. Limitations on Addressing Council. Any person not a member of Council who desires to address the Council shall first secure the permission of the presiding officer, and then shall step up, give his name and address in an audible tone of voice for the record, and direct his remarks to the Council as a body rather than to any particular member, limiting such remarks to five (5) minutes unless additional time is granted by Council.
