I. CALL TO ORDER

IV. APPROVAL OF MINUTES: March 5th Council Meeting:
~ Deputy to update Mayor, Council and citizens on any activity in Newborn for the month of October.
A. Trash pick-up for citizens: Tim Biddy with Curbside to discuss with Mayor, Council and Citizens
B. Water bill rate increase: (amount in reserve: $16,815) If the Town raises it to $2.59 per thousand that would give us .35 cents toward our building and maintenance fund for the water system. Money had to be transferred to the water account to pay for unexpected expenses, so this increase is needed and cannot be avoided. A note can be added to the April, May and June bill of the increase so citizens will be aware that the increase will start for the July bill. The first reading of the water rate change will be at the May meeting and the second and final reading will be at the June meeting. If we raise the rate to $2.59 per thousand, the cost will go from $13.93 to $16.52 and each additional 1000 gallons will remain at $3.83.
C. Adopting Property Maintenance Code that was briefly discussed last year; recommended by Hal Chitwood to give the current code a little more “teeth" and if the Town ever takes over building codes, etc. it will already be in place.
VI. NEW BUSINESS:
A. Bid Proposal from Asphalt by Design for $6200.00 @ Railroad Tracks: Larry “Bear” has talked with several businesses to see if they would be interested in the job, but none have shown an interest.
B. Bicycle Ride across Georgia: The ride will be Saturday and Sunday April 22nd and 23rd @ the Pavilion in the Park. The hours will be 9:30AM – 5PM on Saturday and 7:30AM-11AM on Sunday. The ride will have its own volunteers and staff to setup, execute, and break down, but if anyone would like to volunteer during the ride it would be greatly appreciated. C. REMINDER: 31st Hornyhead Festival will be Saturday, April 29th - 10AM-2PM Fishing starts at 8, parade at 1 pm
VII.PUBLIC COMMENTS Newborn Code of Ordinance (Sect. 3-206 - 7, 8) 7. Manner of Addressing Council. No member, while the Council is in session, shall speak on any subject unless recognized by the presiding officer. Every speaker shall address the chair, and no member shall interrupt anyone who is speaking, except to call him to order or for explanation. 8. Limitations on Addressing Council. Any person not a member of Council who desires to address the Council shall first secure the permission of the presiding officer, and then shall step up, give his name and address in an audible tone of voice for the record, and direct his remarks to the Council as a body rather than to any particular member, limiting such remarks to five (5) minutes unless additional time is granted by Council.
