A. Water System Intergovernmental Agreement: The current IGA was adopted last year for a one year term in order to accomplish of the 2019 comprehensive SDS submittal. The current agreement expires on July 31, 2020 and needs to be approved by each city before that date. Motion: Second: Approved:
B. Millage Rate: Rollback rate is 1.409 which would mean an increase of $55(0.29 %); however, if the Mayor & Council choose to keep the 2019 millage rate of 1.580 there would be also be an increase, but it would be $2,355 (12.46%) and the required 3 public hearings must be held. If the Mayor & Council choose to approve the rollback rate of 1.409, the 5 year history will be advertised prior to adoption, the advertisement must be published no less than 7 days prior to the meeting where the millage rate is adopted and must be adopted before the end of July. (if roll back rate is approved, 5 year history will run in the July 12th edition and approval of rate can be made any time after July 20th) Motion: Second: Approved:
C. Newton County has scheduled meetings with the municipalities to meet the requirements by the State to include TSPLOST on the November ballot. The first meeting was held Monday, June 29th: IGA must be agreed upon my July 21st to meet deadlines. Mayor & Council need to list proposed projects if vote to proceed and also bond issue. If all cities agree to IGA the amount that Newborn could possibly get is $93,126 a year and up to $465,630 over a 5 year period.

F. NOTE: Town Hall will continue to be closed to the public until further notice due to COVID-19 and Clerk being the only one in the office.
