VI. NEW BUSINESS:
A. Newton County is asking for one final SDS extension, which will extend the SDS until October 31, 2019. This extension will not prevent the parties from submitting their SDS update before October, and the County does not believe it will take another five months to complete the SDS update, but DCA only provides three fixed dates for an extension and October 31st is the next available date. The County needs all of the cities to approve this tonight and have the Mayors sign.

B. Covington Century Ride will be held on July 27th, rest stop at the pavilion. Volunteers needed to help with food and drinks.
PUBLIC HEARING: Request for Rezoning / 158 N. Johnson St. Existing Zoning: Rural Estate (RE-1) Proposed Zoning: C (Highway Commercial)
Applicants Intent: To operate a drilling and environmental assessment business and to perform deferred maintenance on equipment at the property.

Newborn Code of Ordinance (Sect. 3-206 - 7, 8)
7. Manner of Addressing Council. No member, while the Council is in session, shall speak on any subject unless recognized by the presiding officer. Every speaker shall address the chair, and no member shall interrupt anyone who is speaking, except to call him to order or for explanation. 8. Limitations on Addressing Council. Any person not a member of Council who desires to address the Council shall first secure the permission of the presiding officer, and then shall step up, give his name and address in an audible tone of voice for the record, and direct his remarks to the Council as a body rather than to any particular member, limiting such remarks to five (5) minutes unless additional time is granted by Council.
